Sehingga kini Malaysia masih tersekat dalam perangkap negara <br />membangun malah bergantung kepada pelaburan dan teknologi asing. Sedangkan, Malaysia kaya dengan pelbagai sumber alam dan sumber manusia serta mempunyai kedudukan geografi yang strategik. Malaysia memerlukan sebuah paradigma baharu untuk memacu pembangunan negara yang membawa kepada kemajuan dalam semua aspek kehidupan. Kerangka kuasa nasional meletakkan ilmu pengetahuan dan kehendak nasional sebagai tunggak utama dalam pembangunan negara untuk menjadi sebuah negara yang kuat, maju dan berdaulat. Ilmu pengetahuan yang dibangunkan dengan kerangka penyelidikan berasaskan falsafah ilmu sendiri melahirkan cara fikir, sistem, institusi dan dasar negara yang memenuhi kepentingan nasional. Selagi tiada perkara ini, hala tuju kepimpinan negara akan terperangkap dalam politik populisme, kepentingan politik kepartian yang sempit serta kepentingan kelompok-kelompok tertentu seperti kapitalis dan kuasa asing. Usaha membangunkan falsafah dan identiti nasional yang asli dan berdaulat bermula dengan masyarakat yang membudayakan berfikir dan mengkaji sebelum membuat apa-apa keputusan. Keputusan dan tindakan yang betul adalah hasil proses kajian yang betul menggunakan sumber-sumber ilmu dan maklumat yang menyeluruh dan bersepadu termasuk sumber-sumber akal dan wahyu. Malaysia perlu keluar dari falsafah ilmu dan kerangka pemikiran Barat supaya membangunkan negara yang kuat, maju dan berdaulat dalam acuan sendiri.</p> <p> </p> <p class="" data-start="0" data-end="439"><em>National development in Malaysia is often driven more by political interests and the priorities of specific groups than by rigorous research and evidence-based planning. As a result, the country remains stuck in the middle-income trap and continues to rely heavily on foreign investments and imported technologies, even though Malaysia is rich in natural resources, human capital, and holds a strategically important geographic position. Malaysia requires a new paradigm to drive national development that fosters progress in all aspects of life. The national power framework posits knowledge and national will as the core pillars of national development, aiming to establish a strong, advanced, and sovereign nation. Knowledge that is developed through a research framework grounded in an indigenous philosophy of knowledge cultivates ways of thinking, systems, institutions, and policies that serve national interests. Without this foundation, the country's leadership will remain trapped in populist politics, narrow partisan interests, or the influence of capitalist elites and foreign powers. The effort to build an authentic and sovereign national philosophy and identity begins with fostering a society that values critical thinking and research before making decisions. Sound decisions and effective actions stem from rigorous research processes that integrate comprehensive and holistic sources of knowledge, including both reason and revelation. These existential concerns have shaped the Muslim world, including Turkiye. A comprehensive understanding of geopolitical dynamics necessitates a nation to reflect on its philosophical, historical, and spatial consciousness of self-perception. Without an appreciation of Islamic history—tracing from the time of Prophet Muhammad s.a.w to the present and even back to the time of Prophet Adam a.s—one cannot deeply understand and effectively apply geopolitics.</p> <p> </p> <p><em>Sepanjang sejarah, pencarian hakiki manusia selalu berpusat pada persoalan kewujudan, yang terungkap dalam pertanyaan mendasar: “Siapakah aku?” Soalan ini, yang berakar dalam kesedaran manusia, berpaut pada tiga dimensi utama: wujud, masa, dan ruang—di mana masa dan ruang menjadi kerangka ontologi bagi kewujudan manusia. Persoalan kewujudan ini telah membentuk Dunia Islam, termasuk Turkiye. Untuk memahami dinamika geopolitik secara menyeluruh, sesebuah negara harus merenung kembali kesedaran falsafah, sejarah, dan ruang yang membentuk persepsi dirinya. Malaysia terjebak dalam pergelutan <br />blok kuasa dunia dan dilema hala tuju pembangunan negara mengikut acuan <br />asing. Pada masa yang sama, kepentingan politik kepartian dan politik <br />populisme mendahului kepentingan nasional dalam agenda pembangunan <br />negara. Hasilnya terpampang di depan mata; kecelaruan identiti nasional, <br />dualisme sistem, ketempangan ekonomi dan kepincangan sosial. Akhirnya <br />Malaysia hanya menjadi vassal state kepada kuasa asing manakala rakyat <br />sekadar mendapat tempias pulangan 'kemajuan' yang dicapai. Dalam kemelut <br />beginilah soal kuasa nasional amat penting dan perlu diberikan perhatian. <br />Konsep kuasa nasional perlu dinilai semula makna, peranan dan <br />keupayaannya kerana wawasan dan kerangka pembangunan nasional sedia <br />ada tidak lagi mampu memandu Malaysia menuju masa depan yang <br />diinginkan. Kuasa nasional bukan sekadar kuasa politik, ketenteraan, ekonomi <br />mahupun penguasaan pengaruh Malaysia di pentas antarabangsa. Kuasa <br />nasional terkait dengan ilmu pengetahuan dan kehendak nasional yang <br />membawa kepada pengupayaan seluruh sumber nasional secara strategik <br />serta kemampuan mengatasi cabaran dan ancaman untuk mencapai <br />wewenang menentukan pembangunan negara yang kuat, maju dan berdaulat <br />dalam acuan sendiri.</p> <p> </p> <p><em>Amidst the turbulent global geopolitical landscape, </em><br /><em>numerous national issues have been overlooked, </em><br /><em>sidelined, or entirely neglected. Malaysia finds itself </em><br /><em>caught between competing global power blocs while </em><br /><em>grappling with the dilemma of aligning its national </em><br /><em>development with foreign ideals. At the same time, </em><br /><em>populist politics and partisan interests take precedence </em><br /><em>over national priorities in shaping the country’s </em><br /><em>development agenda. The consequences are evident: </em><br /><em>national identity crisis, systemic dualism, economic </em><br /><em>disparities, and social instability. As a result, Malaysia </em><br /><em>risks becoming a vassal state to foreign powers, while </em><br /><em>its people merely reap the residual benefits of so-called </em><br /><em>“progress”. Amid this complex struggle, the question of </em><br /><em>national power becomes critical. It is imperative to </em><br /><em>reassess the meaning, role, and capacity of national </em><br /><em>power as existing national development frameworks </em><br /><em>and visions are no longer sufficient to steer Malaysia </em><br /><em>toward its desired future. National power extends </em><br /><em>beyond politics, military strength, economic power, or </em><br /><em>Malaysia’s standing on the global stage. Many countries link the challenges associated with brain drain to issues within the education system, economic conditions, and political stability. However, there is a lack of comprehensive research on the impact and consequences of brain drain on national power. Brain drain is closely tied to national power as it involves the human capital necessary to enhance a country’s capabilities for national development and sovereignty. Therefore, this study aims to investigate the push and pull factors of brain drain and to explore the link between education systems and their implications for national power. This research utilises a systematic literature and bibliometric review approach to understand brain drain in current literature comprehensively. Two thousand three hundred seventy (2370) studies in the Scopus database were analysed using VOSviewer, and 33 articles were selected to gain insights into brain drain’s push and pull factors. Factors such as education, political stability, career opportunities, social norms, quality of life, and access to advanced research and technology are significant reasons of brain drain. Additionally, this study also discusses its limitations and future directions.</p> <p> </p> <p><em>Penghijrahan bakat adalah masalah yang meluas, terutamanya di negara-negara membangun. Banyak negara mengaitkan cabaran berkaitan penghijrahan bakat dengan isu-isu dalam sistem pendidikan negara, keadaan ekonomi, dan kestabilan politik. Walau bagaimanapun, terdapat kekurangan penyelidikan komprehensif berkaitan impak dan akibat penghijrahan bakat ini terhadap kuasa nasional. Pengaliran keluar pakar berkait rapat dengan kuasa nasional kerana ia melibatkan modal insan yang diperlukan untuk meningkatkan keupayaan pembangunan nasional dan kedaulatan negara. Oleh itu, kajian ini bertujuan untuk mengkaji faktor-faktor tolakan dan tarikan penghijrahan bakat dan untuk meneroka hubungan antara sistem pendidikan dan implikasinya terhadap kuasa nasional. Penyelidikan ini menggunakan pendekatan sorotan literatur sistematik dan bibliometrik untuk memahami penghijrahan bakat dalam literatur semasa secara menyeluruh. Dua ribu tiga ratus tujuh puluh (2370) kajian dalam pangkalan data Scopus dianalisis menggunakan VOSviewer, dan 33 artikel dipilih untuk mendapatkan pandangan mendalam mengenai faktor-faktor tolakan dan tarikan pengaliran keluar pakar. Faktor-faktor seperti pendidikan, kestabilan politik, peluang kerjaya, norma sosial, kualiti hidup, dan akses kepada penyelidikan dan teknologi maju adalah penting dalam memahami mengapa pakar berhijrah. Dalam konteks ini, Akta Perkongsian Data 2025 (Akta <br />864) wajar dinilai semula, bukan semata-mata sebagai instrumen <br />pentadbiran data, tetapi sebagai cerminan kesediaan negara <br />mempertahankan kepentingan strategiknya dalam ruang digital. Kajian <br />ini meneliti beberapa kelompongan struktural dalam akta tersebut, <br />termasuk ketiadaan klasifikasi formal terhadap data strategik, <br />ketiadaan prinsip keizinan termaklum yang mantap, serta jurang <br />mekanisme semak dan imbang dalam pelaksanaan kuasa eksekutif. <br />Dengan majoriti penyimpanan data negara masih bergantung kepada <br />infrastruktur asing dan ekosistem digital yang dikawal oleh pihak luar <br />dan berada di luar bidang kuasa nasional, wujud keperluan mendesak <br />untuk memperkukuh prinsip kedaulatan data sebagai asas <br />pembentukan dasar digital negara. Berlandaskan nilai maqasid <br />syariah, amanah institusi, dan prinsip daulat moden, analisis ini <br />mencadangkan pendekatan reformasi yang lebih seimbang antara <br />keperluan keterbukaan dan tuntutan keselamatan maklumat. <br />Pendekatan ini bertujuan membina ekosistem data nasional yang lebih <br />berdaya tahan, berdaulat, dan sejajar dengan aspirasi Malaysia <br />sebagai pemain strategik dalam ekonomi digital serantau.</p> <p> </p> <p><em>The global digital transformation has placed data at the core </em><br /><em>of information sovereignty, policy sustainability, and the </em><br /><em>integrity of national power. In this context, the Data Sharing </em><br /><em>Act 2025 (Act 864) deserves to be re-evaluated, not merely </em><br /><em>as a data governance instrument, but as a reflection of the </em><br /><em>country’s readiness to defend its strategic interests in the </em><br /><em>digital space. This study examines several structural gaps </em><br /><em>in the Act, including the absence of a formal classification of </em><br /><em>strategic data, the absence of a robust principle of informed </em><br /><em>consent, and the lack of checks and balances in the exercise </em><br /><em>of executive power. With the majority of the country’s data </em><br /><em>storage still dependent on foreign infrastructure and </em><br /><em>externally controlled digital ecosystems beyond national </em><br /><em>jurisdiction, there is an urgent need to strengthen the </em><br /><em>principle of data sovereignty as the foundation for national </em><br /><em>digital policy. Grounded in the values of maqasid syariah, </em><br /><em>institutional trust, and modern sovereign principles, this </em><br /><em>analysis proposes a more balanced reform approach </em><br /><em>between the need for openness and the demands of </em><br /><em>information security.
